
The Institute of Teaching and Learning (ITL) is the academic support and quality enhancement unit of UC responsible for promoting excellence in teaching, learning, assessment, curriculum development, and outcomes-based education. It supports faculty members and academic units through instructional innovation, faculty development, educational technology integration, and quality assurance initiatives. The Institute also leads efforts in curriculum enhancement, learning assessment, accreditation support, and continuous improvement to ensure that teaching and learning practices remain responsive, learner-centered, and aligned with institutional goals and national and international standards.

Goals
- Curriculum Alignment. Ensure all academic programs are aligned with national and international standards of outcomes-based education, with clearly defined learning outcomes, teaching strategies, and assessment methods.
- Faculty Development. Provide continuous training and support for faculty to enhance their competencies in OBE, instructional design, and reflective teaching practices.
- Student-Centered Learning. Promote active, collaborative, and experiential learning approaches that engage students in achieving desired learning outcomes.
- Assessment and Quality Assurance. Develop robust assessment systems to monitor and evaluate learning outcomes, ensuring continuous improvement in instructional practices.
- Research and Innovation in Teaching. Support and conduct research in pedagogical innovations and the scholarship of teaching and learning (SoTL) to drive evidence-informed practices.

Core Functions
Academic and Instructional Development
- Develop and implement teaching and learning policies, standards, and guidelines;
- Promote learner-centered and flexible learning approaches;
- Conduct classroom and online learning observations and evaluations.
Outcomes-Based Education (OBE) and Assessment
- Facilitate CLO–PO–PEO alignment and curriculum mapping;
- Monitor learning outcome attainment and assessment effectiveness;
- Support program accreditation and quality assurance activities.
Faculty Capability Building
- Organize seminars, workshops, certifications, and training programs;
- Conduct orientations on instructional practices, assessment, and educational technologies;
- Provide mentoring and consultation services to faculty members.
Learning Management System (LMS) and Educational Technology
- Oversee the implementation and optimization of the institutional LMS;
- Provide technical and pedagogical support for online and blended learning;
- Promote responsible and ethical use of AI and digital tools in education.
Curriculum and Instructional Materials Review
- Review syllabi, instructional plans, learning resources, and assessment tools;
- Ensure alignment with institutional outcomes, graduate attributes, and accreditation standards.
Research and Analytics on Teaching and Learning
- Conduct institutional studies and surveys related to teaching effectiveness and student learning;
- Analyze instructional and learning data to support evidence-based improvements.
Quality Assurance and Accreditation Support
- Assist academic units in preparing for accreditation and quality audits;
- Monitor compliance with institutional, CHED, AUN-QA, PAASCU, and other relevant standards.
